We call it the “Lamhitanay”, a significant segment of the Festival that draws tremendous crowds. The people come for Dinagsa’s ‘lamhitanay’ alone. Most people arrive during noon time. That’s certainly the post-Dinagsa competition where they enjoy on what we call ‘lamhitanay’ that takes place anywhere, from Cabahug across the Abelarde Streets. This is where we smudge ourselves with colorful paints, roaming around the crowded areas, and smudge on other’ faces, both friends and strangers. These revelers execute the ‘lamhitanay’ while dancing to the beat of deafening drumbeats and remix ‘tech-no’ rhythm.<o:p></o:p></span></div><div class="MsoNoSpacing" style="text-align: justify; text-indent: .5in;"><span style="color: black; font-family: Corbel, sans-serif;">The Dinagsa Festival is not all about ‘lamhitanay’. It has survived with its rich human and natural resources that have subsist at their sorts. And that M/V Don Juan tragedy was not actually a profound downfall for sugar industry. In fact, it has generated a great spirit for all Negrense to work for a better tomorrow all through the years.<o:p></o:p></span></div><div class="MsoNoSpacing" style="text-align: justify;"><br />

This is the ultimate personality we all exude. And we must live with it at all cost, at all times.<br />

In Negros, we never build a rift in fashion. We simply innovate it. We create and develop a fashion statement. Like a shawl on one's shoulder, instead of a traditional plain cotton fabric, we just stuff it uniquely with multi-colored paintings, beads and rhymes. Not to mention a native bracelet, a pendant, a ring, earrings, a baller and an anklet. These are minimal, less expensive, authentic pieces, but prides themselves with the Negrense's ingenuity and creativity on craftsmanship, art and fashion.<br />
<br />
This we call "an artistic Negrense" earns an inspiring income and humility. This has converted into an economic enterprise that develops a multiplier effect for both the government and the people. These have become a business suit for some, and a holiday routine for others. And we have befallen as peddlers of our own venture. That we have to hop from one place to another in order to introduce our merchandise to the broad markets: Festivals where any form of enterprise are in usual boom.<br />
<br />
The Negros province, a home of world-class festivals, illuminates its seal with vibrancy. This is virtually eloquent and superlative as those local and international tourists just throng and enjoy the cheerful moments at town or at city who proffers a festive mood. From San Carlos' "Pinta Flores" down to Cadiz' "Dinagsa" up to Silay's "Kansilayan" and many others, revelers discover a new stage for unlimited fun and merriment.<br />
<br />
The La Carlota's "Pasalamat", La Castellana's "Bailes de Luces", and Kabankalan's "Sinulog" literally mirror the true picture of "fashionista": a fizzy dancer wearing a colorful, brilliant costume, accentuated with flourishing light decors. These festival costumes are artistically designed and created with indigenous materials that would depict the real "us", the environment-friendly happy people who have been on the forefront to protect and manage the island's biodiversity condition.<br />
<br />
In expression of passion and of obsession, the Negros' array of local festivals illustrates a political charade where no animals and plants are being harmed. Costumes, again, are tailored with recyclable and/ or old materials, a living proof of advocacy. But they are all crafted by skilled hands and creative minds. And that we all hold the all-rounded truth that their habitats are dramatically being enhanced.<br />
<br />
A common scene of celebration and a picture of togetherness similarly recur at every festival around the province. This is so because we Negrense always think the same thing big, always create the same thing great, and always reap the same thing sweet. This is a social union, a oneness that never fades away.<br />

That's the Negros way of celebrating festivals, where all areas are turned into business surfaces; where all corners are flowered with make-shift stalls of various locally-dolled up things; where both local and international tourists buy original delicacies, souvenir items, and novelty products; where revelers enjoy and dance all along the streets; where everything about Negros, its people, its tourist destinations, and prides are tied in one spot to define the meaning of "us".<br />

The "us". That's the reason why most tourists wander in the island. It's not how the Cadiz' white-sand Lakawon island offers its pristine water for swimming and scuba diving; it's not why the Bacolod's world-renowned Masskara Festival is smiling; it's not what the Negros' spectacular Panaad Festival brings about or the province's amazing landmarks; it's always the people's behavior and warm welcome that invite a flock of tourists to come incessantly. He calls it “port front” where one can dine, drink and enjoy the nightly acoustic. He has signified for tent or stall installation along the pathway. It has survived with its rich human and natural resources that have subsist at their sorts. And that M/V Don Juan tragedy was not actually a profound downfall for sugar industry. In fact, it has generated a great spirit for all Negrense to work for a better tomorrow all through the years.</div><div style="color: blue;"><br />
</div><div style="color: blue; text-align: justify;">From the infamous sugar industry now comes a business enterprise in a new way: the craftsmanship, arts and culture, and fashion that have enormously caught the attention of a global market, the tourists who have enjoyed the all-good package of fun, people, places, weather, traffic and safety. This is the ultimate personality we all exude. And we must live with it at all cost, at all times.<br />
<br />
In Negros, we never build a rift in fashion. We simply innovate it. We create and develop a fashion statement. Like a shawl on one's shoulder, instead of a traditional plain cotton fabric, we just stuff it uniquely with multi-colored paintings, beads and rhymes. Not to mention a native bracelet, a pendant, a ring, earrings, a baller and an anklet. These are minimal, less expensive, authentic pieces, but prides themselves with the Negrense's ingenuity and creativity on craftsmanship, art and fashion.<br />
<br />
This we call "an artistic Negrense" earns an inspiring income and humility. This has converted into an economic enterprise that develops a multiplier effect for both the government and the people. These have become a business suit for some, and a holiday routine for others. And we have befallen as peddlers of our own venture. That we have to hop from one place to another in order to introduce our merchandise to the broad markets: Festivals where any form of enterprise are in usual boom.<br />
<br />
The Negros province, a home of world-class festivals, illuminates its seal with vibrancy. This is virtually eloquent and superlative as those local and international tourists just throng and enjoy the cheerful moments at town or at city who proffers a festive mood. From San Carlos' "Pinta Flores" down to Cadiz' "Dinagsa" up to Silay's "Kansilayan" and many others, revelers discover a new stage for unlimited fun and merriment.<br />
<br />
The La Carlota's "Pasalamat", La Castellana's "Bailes de Luces", and Kabankalan's "Sinulog" literally mirror the true picture of "fashionista": a fizzy dancer wearing a colorful, brilliant costume, accentuated with flourishing light decors. These festival costumes are artistically designed and created with indigenous materials that would depict the real "us", the environment-friendly happy people who have been on the forefront to protect and manage the island's biodiversity condition.<br />
<br />
In expression of passion and of obsession, the Negros' array of local festivals illustrates a political charade where no animals and plants are being harmed. Costumes, again, are tailored with recyclable and/ or old materials, a living proof of advocacy. But they are all crafted by skilled hands and creative minds. And that we all hold the all-rounded truth that their habitats are dramatically being enhanced.<br />
<br />
A common scene of celebration and a picture of togetherness similarly recur at every festival around the province. This is so because we Negrense always think the same thing big, always create the same thing great, and always reap the same thing sweet. This is a social union, a oneness that never fades away.<br />

That's the Negros way of celebrating festivals, where all areas are turned into business surfaces; where all corners are flowered with make-shift stalls of various locally-dolled up things; where both local and international tourists buy original delicacies, souvenir items, and novelty products; where revelers enjoy and dance all along the streets; where everything about Negros, its people, its tourist destinations, and prides are tied in one spot to define the meaning of "us".<br />

The "us". That's the reason why most tourists wander in the island. It's not how the Cadiz' white-sand Lakawon island offers its pristine water for swimming and scuba diving; it's not why the Bacolod's world-renowned Masskara Festival is smiling; it's not what the Negros' spectacular Panaad Festival brings about or the province's amazing landmarks; it's always the people's behavior and warm welcome that invite a flock of tourists to come incessantly. Port conversion attracts tourists, generates revenues, making Cadiz City a night life destination of the north.<br />
<br />
I am referring to the existing finger port situated in Villa Beach, Barangay Zone Ill. This port has been idle for years. But if we would take initiative as to convert it into something worthwhile, this would have been a multiplier effect for years.<br />
<br />
I had once a little dialogue with Victor Parina and he has suggested for renovation of the port into a “people’s park”. He hit the point for this would result a venue where Cadiznons can leisurely walk, play and embrace the breezy air as the sun beautifully rises and sets. Of course, the management and maintenance would fall into the hands of tourism office.<br />
<br />
Jerry Artuyo, on the other hand, has carved up another bright idea for the port. He has advocated the port can help raise the City’s income. He has blueprinted it to become a night spot for everyone. He calls it “port front” where one can dine, drink and enjoy the nightly acoustic. He has signified for tent or stall installation along the pathway. This would produce both an entertainment avenue and revenue.<br />
<br />
A “people’s park”. A “port front”. These are the two port conversion tips for possible considerations. Though each concept differs from the other, perhaps they clash in some forms, the two can be literally linked up as one. Initially, we can label the plan tandem as “Cadiz City Port Park”. I personally coined the term from “people’s park” and “port front”.<br />
<br />
The Cadiz City Port Park, if materialized, would be the first-ever in Negros and in the country. The “Park” can house bars, restaurants and music rooms; and set up benches, diving boards, swimming rinks and fun planks. Its unique, long-narrowed and elegant complex and location can surely invite more investors and patrons.<br />
<br />
Aside from employment and income generation, the “Park” can illuminate the once shadowy port, as well as the coastal areas of Zone lll to lV. The “Park” can paint the City more colors. And it can fashion a more vibrant night life. This would indisputably transform Cadiz City into a night life destination.<br />
<br />
The question is: How can this proposal probably come into reality? Do we have sufficient budget for the lucrative project? I understand that this park construction no doubt costs much.<br />
<br />

Brief but concise article always takes the insight. In other word, if we can narrow down our multi-paragraph article into a single paragraph, our masterpiece would be as “perfect literature” as it could possibly be. If that one-paragraph expression of ideas can be shortened to a sentence, readers could easily seize the very essence and thought of the work.<br /><br />What is left then in the article? A single sentence. But it speaks the totality of what you think. However, if we think a single word can precisely describe a sentence we write, then we should trim down the many-word sentence to a single word. Additionally, if you think that certain word can be effectively substituted by a single alphabetical letter, the language would be greatly regarded as “perfect rhetoric”.<br /><br />Do you think you still need to impress your readers by having a single alphabetical letter to completely say your ideas? Not anymore? Then, don’t write at all. The logic is: don’t take anything, write an article or say a word if you think it would literally or verbally be unnecessary. It would only confuse the matter along the way. So, mute yourself off.<br /><br />That’s all about the virtue of laconicity, a magical reality in the real sense. It is magical because it appraises huge value or importance for a solo but concise material. Laconic man, on the other hand, advocates a word but it says a thousand wisdoms. All kings are laconic, so are the heads of states. Their being laconic is implicitly contained in their summons, declarations, announcements and decrees. The judges and legislators are also laconic themselves. Court proceedings and trials are laconic in forms. But their resolutions and decisions are heavily long-winded and complex. That’s the baffling, grim reality.<br /><br />Today, laconicity virtually applies to modern–day writing. Media or writing people must adhere to the Spartan concept of laconic. However, there are some newspapermen who still don’t observe the common rules of brevity, coherence and concision. There are some lengthy write-ups from so-called “writers” that fall prey to the basic norms. The real danger is the plain fact that these are being read by people who beyond doubt anticipate instant learning from the articles. But if we take an honest, closer look at them, their writings carry an alarming mistake. “Their stuffs can in fact be shortened or some sentences or paragraphs can be potentially omitted”.<br /><br />This Spartanic approach, of course, is relatively vital. What we persuade here is the application of the principles of laconicity into writing, or even speaking. Laconicity does not in any way eliminate substance of the article. Instead, it gives a nearly perfect definition of rhetoric. Being laconic in writing is something what the people need today. In the midst of advance technology and complicated digital world, people are becoming busy who have a particular inclination to skip wordy and knotty genres, mostly relying on the convenience of the virtual reality which is comparatively synonymous to laconicity. What about the striving Russia, Great Britain and Australia which rank next after the two?<br /><br />Will there be “London 2012 USA vs Russia? China vs Great Britain?
